Only a tourist would be dumb enough to come to Dubuque, Iowa.  The residents can't move out fast enough to escape the corrupt city government.  According to Dubuque residents, it isn't safe to drive through the central and white street sections of town.  Anyone with any common sense and the money to do so moves out into an adjacent county.
